Does the writer argue that the poor are being taken advantage of by the rich? Well, yes, but it is not really the focus of the paper. Think of it as a special little extra thrown in.

The author is saying, look, the poor get screwed, but not necessarily on purpose. The rich have for more important...things...to do rather than make the lives of those living in poverty awful. The way society works makes this situation pan out in this way, not the bad intents of the rich. And anyways, a poor person in America would be a king in Djbouti, so even though they are kinda being screwed, it's all about perspective, right?

While I do agree with these points, for the most part, all these arguments are extremely...well...extreme. The richest of the rich controlling all the money in America vs. the poorest of the poor stuck with nowhere to go. (Isn't that a reality show?) Yes these issues do exist, and yes, they are a bad but most conflicts look that way when viewed from the extremes.
