C.P. Ellis, Exalted Cyclops (no really, that was his title) of the KKK had a change of heart. Sounds like a Hollywood story! Except, not. The way that he changed his racist beliefs came through working together with people that he had hatred towards to try to achieve a common goal for the good of the people in general. This solution worked for him, but over a long period of time, and by way of him thinking about it on his own. This method would not work on a large scale, mostly because, well, its a large scale. This is a more personal approach rather than a solution that can be applied to all citizens all at once with immediate results. He worked with a black woman, and felt compassion for her. But not every racist person out there is even going to agree to work with a person from a group they hate. It took a relationship for him to change, which is four steps farther than most racists would be willing to take.
